  4.     As the only communist dictator still in power outside Asia,
  5. Fidel Castro is showing signs of desperation. Last week,
  6. ignoring all pleas for mercy from around the globe, he gave the
  7. go-ahead to the execution of a Cuban exile and stepped up his
  8. campaign against disaffected citizens.

  10.     Eduardo Diaz Betancourt, 38, who lived in Miami, was shot
  11. to death by a firing squad. He and two other Cuban-born exiles
  12. had been captured with arms and explosives after their
  13. inflatable boat landed on the island at the end of December. His
  14. companions were also condemned to death for terrorism, but their
  15. sentences were commuted to 30 years in prison.

  17.     Castro's Council of State made it clear that it hoped to
  18. scare off opponents, foreign and domestic. At least 60
  19. human-rights activists have been arrested on the island in the
  20. six months since the August coup precipitated the breakup of the
  21. Soviet Union, Cuba's principal backer. "The idea," said the
  22. council in a statement, "is to stop such loathsome actions from
  23. being repeated."
